CHEMEKETA COMMUNITY COLLEGE WOODBURN TENANT IMPROVEMENTS Bids Due 2:00 pm, February 13, 2020 INVITATION TO BID (ITB) #2001 PROJECT ESTIMATE: $250,000 Work Start Date: March 1, 2020, Substantial Completion: June 9, 2020, Final Completion: June 23, 2020 Chemeketa Community College requests sealed Bids from qualified Bidders to provide construction services for the Woodburn Tenant Improvements project at the Chemeketa Woodburn Center, 120 E. Lincoln St., Woodburn, OR 97071. The Contractor will specifically provide construction materials and services as described in the Solicitation Document on file at Chemeketa Community College, Procure ment Services, Building 2, Room 202, 4000 Lancaster Drive NE, Salem, Oregon 97305. Formal prequalification is not required. The Solicitation Documents will be available electronically on the College Procurement Services website at: https://www.chemeketa.edu/community-partners/business-opportunities/procurement-services/bid-opportunities/ and the Oregon Procurement Information Network (ORPIN) @ http://orpin.oregon. gov/open.dll/welcome. Documents will be distributed in electronic format only. MANDATORY PRE-BID CONFERENCE: February 3, 2020, 9:00 am, Chemeketa Woodburn Center, 120 E. Lincoln St., Wood burn, OR 97071. Bidder's failure to attend the Pre-Bid Conference will result in rejection of any Bid submitted. Protest of Solicitation Document Speci fica tions or Contract Terms must be received by the Procurement Services Office of the College no later than February 6, 2020, 10:00 am, Local Time. Bids must be received by the Procure ment Services Office of the College no later than February 13, 2020, 2:00 pm, Local Time. Bidder must acknowledge receipt of all Addenda. The Response Form must be signed by an authorized representative of the Bidder. Submit Bids with the forms specified in the Solicitation Document in a nontrans parent envelope plainly marked "ITB #2001 Woodburn Tenant Improvements". Hand deliver, send by common carrier, or mail to Chemeketa Community College, Procurement Services, 4000 Lancaster Drive NE, Building 2, Room 202, Salem, Oregon 97305. Electronic bids will not be accepted. Bids will be opened and publicly read aloud immediately following the Bid Closing in Building 2, Room 202J. First-Tier Subcontractor Disclosure Forms must be submitted either with the Bid submission or within 2 working hours after Bid Closing in the same manner and at the same location where Bids were submitted. Forms submitted after 4:00 pm, Local Time, February 13, 2020, will not be accepted. Timely delivery of Bid shall be determined by the time of receipt by the Procurement Services Office as shown by the date and time endorsed on the envelope by an auto matic time clock or manually by a clerk of the office. Such endorsement shall be conclusive proof of the date and time of receipt of the Bid. Bids will be rejected for failure to comply with the law applicable to submis sion, failure to comply with the rules adopted by the Local Public Contract Review Board concerning the submission of Bids, or failure to comply with the requirements of the Solicitation Document. The College reserves the right in its sole discretion to waive minor informalities in Bids submitted provided that such informalities have no effect on price, quality, quantity, fitness, delivery or any matter to be evaluated in making a selection and confer no material advantage on the Bidder whose noncon formity is waived. The College may in its sole discretion extend the time for the submission of Bids upon a finding that it is in the interest of the College to do so. Such extension shall be by written Addendum, which may be issued either before or after the time for the submis sion of Bids has passed; however, no Addendum extending the time for submission of Bids shall be issued once any Bid properly received has been opened. This project is for public works. The project will be subject to ORS 279C.800 to 279C.870. ORS 279A.120(1)(b) defines a "Resident Bidder" as a Bidder that has paid unemploy ment taxes or income taxes in this state during the 12 calendar months immediately preceding submission of the bid, has a business address in this state and has stated in the bid whether the Bidder is a "Resident Bidder". Bidder shall state on the Response Form whether or not the Bidder is a "Resident Bidder." No Bidder may withdraw its Bid within sixty days after the hour set for Bid Closing.
