This request is to solicit proposals for a vendor to assist WMATA in the redesign of its external, public website, wmata.com and fare payment system, SmarTrip® Web application. The work to be undertaken by the selected vendor includes two tasks. Task One, Digital Strategy and Design, requires the vendor to conduct a website needs assessment, future state evaluation, and assist WMATA in creating a Scope of Work (SOW) for a second vendor to develop and implement the new website(s). Task One must include an assessment and recommendations for, the following systems and applications: wmata.com, SmarTrip Web application, Content Management System (CMS), SmartBenefits application, other applications integrated with wmata.com. Task Two, PM Support, Content Development and Independent Verification and Validation (IV&V), requires the vendor to provide project management support, develop website copy and perform Quality Assurance (QA) and Quality Control (QC) services to WMATA to support the implementation of the new website(s) by the second vendor.
