This Request for Information (RFI) is for information and planning purposes only and does not constitute a Request for Proposal. This request for information shall not be construed as a commitment by the Government to award a contract.
The Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Lakehurst NJ (NAWCADLKE) is planning a Limited-Competitive basis between approved sources for the procurement of P/N: A92791-38-3000, 1-7/16" diameter Wire Rope for the Cross Deck Pendant Program designated as a Critical Safety Items (CSI).
GENERAL INFORMATION: There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
Respondents to this RFI should provide the following:
•1. Technical and experience information on their ability to provide that meet the parts list above;
•2. Identification of business size, specifically, small business size status (i.e. Small Business, Hubzone, 8(a), SDVOSB, etc)
•3. Rough Order of Magnitude pricing information
THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication that NAVAIR will contract for the items contained in the RFI. NAVAIR will not pay respondents for any information generated for or provided in response to this RFI. The Government will not reimburse the respondent for any costs associated with the information submitted in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
RELEASE OF TECHNICAL DATA PACKAGE INFORMATION: The drawing package associated with the solicitation, will NOT be posted with the RFP and must be obtained through this office. This program includes information that has been designated as "Distribution D" and is only releasable to current and approved Department of Defense (DoD) contractors. In addition, the program requires a procurement effort in certain critical technologies/data that are not releasable to foreign firms. Some documents are under Federal export control for "sensitive" or "controlled" technologies regulated by the U.S. Department of State International Traffic in Arms Regulations (ITAR) protecting national security. Data may not be exported without an approval, authorization, or license under E.O. 12470 or the Arms Export Control Act. Disclosure of the control drawings requires the verification of a current license for the oral, visual or documentary disclosure of technical data by U.S. persons to foreign persons as defined under the U.S. Department website: http://pmdtc.org/licenses.htm.
The drawing package is export controlled. Contractors interested in receiving the necessary technical data for proposal purposes, must submit a valid, current DD Form 2345 Military Critical Technical Data Agreement to this office. The DD Form 2345 must be on file with the United States/Canada Joint Certification Office. To file a DD Form 2345, please visit the DLIS website at www.dlis.dla.mil/jcp/, or contact them at 1-800-352-3572. This website will provide all necessary information concerning certification under the Joint Certification Program.
AFTER release of the Solicitation, interested Firms shall submit a written request for a copy of the Technical Data Package through Mr. Rhondi Bates at: [email protected]. To obtain a copy of the drawing package the written request must be submitted to this office and must include the name of your company, mailing address, phone number, email address, current CAGE number and a current of copy DD Form 2345
IMPORTANT INFORMATION: Registration in the Department of Defense DoD System for Award Management (SAM) database will be a prerequisite for receiving an award. For more information on the SAM, refer to the SAM website at https://www.sam.gov/portal/public/SAM.

The Government intends to procure the above item(s) under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
