The proposed purchase order is being solicited on a sole-source basis to Thermo Fisher Scientific.  The proposed action is for one (1) WinREMS-SQL software with global license, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reasons: Thermo Fisher Scientific is the original manufacturer of the software which is solely for use in the Thermo Fisher Scientific Thermo-Luminescent Dosimeter (TLD) dosimetry system which is used Navy wide, both ashore and afloat. Thermo Fisher Scientific is the only company that has integral knowledge of the TLD system and can ensure complete compatibility and interchangeability between new procurement and the existing system.  The NSWCCD intends to award a firm fixed-price purchase order to Thermo Fisher Scientific using Simplified Acquisition Procedures.      

 Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 25 Aug 2016.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 08/25/2016, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
