LACDA19 – 140 Notice is hereby given that proposals will be received by the Los Angeles County Development Authority (LACDA) until Thursday, January 30, 2020 at 3:00 P.M. for Willowbrook Joint Development Project Site. This will include furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with the Request for Proposals. Proposers must attend a mandatory Pre-Proposal Meeting in which further details will be provided upon email registration of attendees by December 2, 2019 at 5:00 PM. A Request for Proposal (RFP) package containing all submission requirements will be available on November 19, 2019 and may be downloaded from the LACDA’s website at www.lacda.org, under “For Vendors – View Open Solicitations”. Proposers shall provide five (6) proposal copies, one (1) of which shall be unbound, double-sided and one (1) copy in electronic format on a USB thumb drive which shall be addressed and delivered to: Christopher Lopez, Procurement Coordinator Los Angeles County Development Authority Community and Economic Development Division 700 W. Main Street Alhambra, CA 91801 All proposals shall be labeled “ Response to RFP No. LACDA 19-140 - Willowbrook Joint Development Project Site.” Any Proposer who wishes his/her proposal to be considered is responsible for making certain that it is received by the LACDA at the stated location and the stated date and time. No oral, electronic, facsimile, or telephonic proposals or modifications will be considered unless specified. Proposals received after the scheduled deadline will be returned unopened. Proposers, who, upon request, receive the Request for Proposals package and do not wish to submit a proposal should reply with a letter of “No Proposal” by the submission due date. Depending upon the funding sources that will be used for this project, Proposers must meet or commit to achieving Section 3 employment and/or contracting goals to be considered a Section 3 responsive proposer. A Proposer who qualifies as a Section 3 business concern will receive preference points for the scoring of Section 3 in the evaluation of the proposal. In submitting a proposal, each Proposer thereby agrees that, if awarded a contract or an Exclusive Negotiating Agreement (ENA), it shall execute a standard contract or Exclusive Negotiating Agreement. The LACDA shall not award a contract or ENA to or be obligated to execute such a document or agreement with, any Proposer who refuses to execute said standard LACDA and/or Compton Unified School District contract or agreement. The LACDA reserves the right to reject any and all proposals. This RFP is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s proposal. It reserves the right to issue supplementary information or guidelines related to this RFP. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the Proposals.
