The Willow Stewardship IRSC will be awarded under the following authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.

Description of Work- The Willow Stewardship IRSC is comprised of an estimated 24 acres of Cull Logs in the condition of decked conifer trees 3.0” diameter breast height (dbh) to 10.0” dbh and tops and limbs from post sawtimber processing decked in approximately 48 landings with an estimated 2,727 CCF (7,500 TONS) for removal from sale area. This project includes four mandatory bid items and one optional bid item. These bid items are described in detail in Appendix A and attachments. Landings and Payment Units are shown on the Contract Area Maps.  The awardee shall furnish all labor, material, equipment, supervision, tools, transportation, operating supplies necessary to perform the work in accordance with the specifications, clauses and conditions of the contract. 

Resulting Contract – Any resultant contract will be a commercial services contract with requirements for timber removal.

Project Location – The Willow Stewardship IRSC is located on the Beckwourth Ranger District of the Plumas National Forest ~3 miles west of the town of Portola, CA. To reach the sale area from the town of Portola, travel west on Hwy 70 for ~3 miles to forest road 24N12 (Willow Creek Rd). Travel north on road 24N12 for ~ 10th of a mile and units begin and are on both the east and west side of the road. Project is located in all or portions of T.22N. R.13E., Sections 4 and 5, T.23N. R.13E., Sections 27, 29, 30, 31, 32 and 33. M.D.M.

A site visit to view the project and discuss the objectives of this contract is not planned due to the straight-forward project requirements.  Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project. 

 All Contractors must be actively registered in the System for Award Management (SAM) (https://SAM.gov) to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service – you do not need to pay to register in this system. If your registration is not active, you will not be considered for award.

The contract has been solicited using full and open competitive procedures in accordance with Stewardship regulations.  The contract shall be awarded using best value source selection procedures; price and technical proposals are required.  All work shall be completed by 11/01/2023.
