This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions."

US Army Corps of Engineers (USACE), Portland District intends to award a sole-source, contract with the Oregon Department of Fish and Wildlife (ODFW). The purpose of this requirement is two-fold, 1) study to increase our understanding about the relationship between Williamette hydropower and flood management and Willamette Basin floodplain functioning, and 2) assist the U.S. Army Corps of Engineers (USACE), Bonneville Power Administration, and U.S. Bureau of Reclamation in meeting a subset of requirements of the 7/11/2008 USFWS Biological Opinion (BO) on the Continued Operation and Maintenance of the Willamette Project (USFWS 2008). This proposal was collaboratively developed by Oregon Department of Fish and Wildlife (ODFW), USACE, and U.S. Fish and Wildlife Service (USFWS) to minimize incidental take of bull trout (Salvelinus confluentus) by the continued operation and maintenance of USACE dams in the Willamette Basin, Oregon, over the 15-year term of the action.

The ODFW Oregon Chub Project has been operating for nearly 30 years to improve the status of Oregon Chub in the Willamette basin through research on ecology, genetics, and life history, restoration projects, and ongoing monitoring.

The ODFW Upper Willamette Bull Trout Project has been operating for over 16 years to improve the status of endangered bull trout in the upper Willamette basin.

The success of the Oregon Chub project is built on an irreplaceable set of partnerships with local landowners.

The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements.

A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services. The size standard as defined by the U.S. Small Business Administration is $15 million.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested vendors must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement demonstrating ability to 1) obtain access agreements with landowners; 2) obtain applicable permits (federal and state) given a short timeframe; 3) provide specialized equipment; and 4) site specific expertise in Willamette Valley.

If no affirmative written responses are received by 08:00 AM local time on 12 August 2019, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
