The U.S. Army Corps of Engineers (USACE), Portland District funds production and release of hatchery trout to aid in meeting the mitigation obligations for Willamette and Rogue Basin dams. The Government has a need for hatchery trout production in the Willamette and Rogue River Basins.
The Contractor shall provide all personnel, tools, materials, vehicles, supervision and other items necessary to provide hatchery trout production. Fish transportation and releases of fish to meet Government mitigation will be performed by the contractor in accordance with Hatchery and Genetic Management Plans (HGMPs) and local, state and federal regulations.
The level of fish production for mitigation will be assessed annually.
- The contractor must be capable of producing at minimum, 50,000 pounds or a quantity of 150,000 Rainbow Trout (Oncorhynchus mykiss) of legal size at approximately 3 fish per pound;
- Additional hatchery trout may be required, up to a maximum of 340,317 pounds or 1,055,635 trout of legal size at approximately 3 fish per pound. All trout will be triploid, or otherwise rendered sterile;
- The contractor will transport and release hatchery trout into rivers, streams and standing water bodies within the Willamette and Rogue River Basins throughout the calendar year;
- The contractor will examine all broodyears reared at least once per month to monitor health status;
- The contractor will examine fish destined for transfer or liberation no greater than six weeks prior to movement;
- The contractor will not transfer or release any hatchery trout that show signs of disease;
- Quarterly reports for trout production, health status and liberation will be provided to the Government, by delivery to the COR, that details hatchery production and maintenance.
In determining sources for potential future solicitation, information provided will be used to determine the breadth and depth of experience in the production and release of hatchery trout similar in size, scope and complexity to the work described, above.
Specific information provided may include:
- The quantity and size of trout produced simultaneously at the same facility;
- The type of trout produced, specifically, experience in the fish culture of triploid or otherwise sterile rainbow trout;
- Experience working with regulatory agencies and obtaining permits necessary to produce, transport and deliver hatchery trout similar in size, scope, and complexity to work described above, for example: State certified fish production permit, a state certified fish transfer and release permit; and
- The breadth and depth of experience delivering hatchery trout to a variety of locations at a variety of times throughout the year.

Highlight any experience working with the Oregon Department of Fish and Wildlife (ODFW) and/or National Marine Fisheries Service (NMFS);
- relevant experience complying with Biological Opinions and Hatchery Genetic Management Plans.
The Government intends to advertise a solicitation for this project on or around 8/15/2020. At this time, a solicitation does not exist. Therefore, offers shall not be accepted.
