BIDS MUST BE SUBMITTED ELECTRONICALLY ON PENNBID AND ALSO SUBMITTED IN HARD COPY TO LUZERNE COUNTY PURCHASING DEPARTMENT Luzerne County Government will receive sealed bids for the – Wilkes-Barre\Wyoming Valley Airport Fuel Dispenser and Fuel Pump Replacement Project. The proposed work includes the removal and disposal of the existing fuel dispensing pump, hose reel, and related fuel dispensing concrete island and bollards. The proposed work includes the complete installation of new 100LL aviation gas fuel dispensing and powered hose reel cabinet, new metal canopy and lighting over fuel dispensing area, new stainless steel fuel supply piping and related particle/water separation filters, valves, shut-off emergency switches, rigid conduit and associated new wiring, the painting of existing 10,000 gallon above ground fuel storage, tank attachments, and rear steel landing and steps. Proposed site work also includes the installation of a bituminous surface. With additional work as indicated on Contract Documents. The entire project will be awarded to one (1) Contractor. Bids will be accepted prior to 10:30 AM local time, Tuesday, April 28, 2020 in the Luzerne County Purchasing Department, c/o Mark Zulkoski, 20 North Pennsylvania Avenue, Suite 203, Wilkes-Barre, PA 18711, and will be publicly opened the same day immediately thereafter at the Luzerne County Purchasing Department, 20 North Pennsylvania Avenue, Wilkes-Barre, PA 18711. Faxed bids will not be accepted. No pre-bid meeting will be held as part of this advertisement/bid. Bid results will be available online at http://PennBid.ProcureWare.com following the meeting. Each proposal shall be accompanied by a bidder’s bond, or certified check or cashier’s check, payable to COUNTY OF LUZERNE, in the amount of not less than ten percent of the total amount bid. The County reserves the right to waive any informality in and to accept or reject any and all bids. No bid may be withdrawn for a period of sixty (60) days. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. PA Prevailing Wages apply to work contracts in excess of Twenty-Five thousand dollars ($25,000). Bids may be held for up to 120 days. Contractors must be PennDOT and PA-DEP Prequalified for associated work The SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bond, each in the amount of 100% of the Contract Price with a corporate surety approved by the Owner. This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form. The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding.
