Public Announcement of Intent to Award on a Sole Source Basis.

The Government intends to procure access to The Institute of Electrical and Electronics Engineers (IEEE) - Wiley eBooks backfile for the Air Force Research Lab library.  NAICS: 519130, FSC: 7630, SIZE STANDARD: 500 employees.  The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.  This synopsis is being published for informational purposes only.  The proposed source is The Institute of Electrical and Electronics Engineers (IEEE).  This notice of intent is not a request for competitive quotations.  However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be reviewed by the Air Force.  The Government will consider any responses received within 5 days of this posting.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement, and the Government does not intend to pay for any information received in response to this announcement.  Any responses should be emailed to David Gunkelman at [email protected] no later than 2:00pm EST 16 February 2016.  Any questions should be directed to David Gunkelman via email.
