The purpose of this Request for Bid (RFB) is to solicit Bid Responses from responsible, responsive Bidders to provide Wildflower and Native Grass Seed for the Iowa DOT Statewide. The Issuing Agent identified on the cover page is the sole point of contact regarding the RFB from the date of issuance until the notice of intent to award is issued (selection of the successful contractor). Lines 16, 23, 24, 24-32, 41, 43-46, 51, 53-57, 59-60, 64-67, 73-75, 78, 80, 85, 89-91, 95 & 96 are quantities under one (1) pound so the unit of measure is listed as part of the description on these lines due to bidding system not allowing a quantity smaller than one (1) to be listed on the line. Deliveries shall be F.O.B Destination. Delivery Information Delivery information will be provided prior to required delivery date. Seed shall be shipped to mixing and storing contractor by approximately May 1, 2023. Contract Award The Iowa DOT reserves the right to either award a contract(s) or Purchase order without further negotiation with the successful Contractor or to negotiate contract terms with the successful Contractor if the best interests of the State would be served. Any contract(s) resulting from the RFB shall not be an exclusive contract. Purchase Orders One Purchase order will be issued per awarded vendor upon award. Method of Award Award shall be made for all seed by species by line item to the lowest responsive bid after any preference as stated below: 1. Seed certified as Source Identified Class, Yellow Tag, Source/G0 – Iowa (any location or multiple collection sites), 20% Preference over number 2. 2. Seed certified as Source Identified Class, Yellow Tag, Source/G0 - State other than Iowa. 50% Preference over number 3. 3. Uncertified seed will have 0% Preference. 4. No cultivated varieties of seed will be purchased, with the exception of Switchgrass (Panicum virgatum "Shenandoah"). Preference example: Priority #1 XYZ grass: Source Identified Class, Yellow Tag, Source/G0 – Iowa @ $11.75/lb. PLS. Priority #2 XYZ grass: Source Identified Class, Yellow Tag, Source/G0 – another state @ $10.00/lb. PLS. Priority #3 XYZ grass: uncertified seed @ $7.00/lb. PLS. Preference calculation: 20% preference for #1 over #2, ($10.00 x 20% =$2.00; $10:00+$2.00=$12.00) Preference calculation: 50% preference for #2 over #3, ($7.00 x 50% =$3.50; $7:00+$3.50=$10.50) Award: Source Identified Class, Yellow Tag, Source/G0 – Iowa @ $11.75 lowest price. If the lowest responsive bidder does not meet the total required quantity, the next lowest responsive bidder will be awarded the balance. Multiple bidders may be awarded each item.
