Arizona Wilderness Coalition (AWC) will prepare a wilderness character narrative for six to eight wilderness areas on Coronado National Forest (CNF). The wilderness character narratives will describe five tangible and measureable qualities of wilderness character for all CNF wilderness areas addressing: natural, solitude or primitive and unconfined recreation, untrammeled, undeveloped, and other features.
The services required to meet the needs of CNF are described as follows:
Complete wilderness character narrative using CNF documentation, other resources, and resource specialist input. The wilderness character narrative will conform to the standard defined in the Wilderness Stewardship Performance Guidebook, version 2015.1. The work to prepare wilderness character narratives for six to eight CNF's wilderness areas will be at an hourly rate of $30, and 50 days is estimated to complete the report. Travel to each district office is anticipated and total miles are not to exceed 889 miles at tiny_mce_marker.45 a mile. The estimated contract value is $12,400.Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Three other sources were sought that offered preliminary quotes of between $24,440 and $47,600. Neither of the 3 sources had direct experience in producing wilderness character narratives. The contracting officer concurs that award to Wilderness Coalition is in the best interests of the government.
