Item 1 The Carson National Forest has a requirement for a feed and care contract for the Wild Horse Program. This contract requires the contractor to feed and care for up to 50 wild horses in Farmington, NM. Care of the wild horses will include: 1) feeding Forest Service furnished hay twice per day (~ 15 lbs/horse), morning and evening 2) watering daily (~ 5 gal/horse/day) 3) cleaning corrals daily and 4) regular on-the-ground observation of the wild horses to ascertain their well being and safety. Item 2 The Carson National Forest has a requirement to lease a vacant lot (approximately three acres in size) that is within or near Aztec, Bloomfield, or Farmington, NM. The vacant lot would be used for a wild horse holding facility. Forest Service (FS) corrals would be setup on the vacant lot. The portable corrals are designed to hold up to 50 wild horses. The lease will require approximately three acres for the holding facility and parking. FS corrals will be assembled on site. Sand will be used to line the corrals. Water and electric utilities are required at the corral location. Water and electric will be included in the lease. The following activities will occur at the holding facility: 1) delivery of wild horses 2) feeding and care of wild horses 3) veterinary care as needed 4) wild horse gentling by a FS contractor and/or FS personnel 5) viewing appointments where potential adopters can view the horses under the escort of FS personnel 6) viewing days where the facility will be open to the public to view the horses and 7) adoption days where horses will be adopted and picked up by adopters The holding facility and the entrance to the holding facility will be signed by the FS. Potential adopters will be allowed to park adjacent to the FS corrals. FS hay will be stored adjacent to FS corrals. Access to FS corrals shall accommodate both sedans and semi-trucks. A joint pre and post-use physical inspection report of the land/facilities will be prepared and signed by both parties; the purpose of the inspections shall be to reflect the existing site condition. No one is to enter the holding facilities without permission from the FS. FS and FS contractors will have access to the holding facility on a 24 hour basis if needed. I tem 3 A MINIMUM of 40 TONS and a MAXIMUM of 80 TONS OF GOOD QUALITY GRASS HAY TO BE DELIVERED OVER A 12-MONTH PERIOD. The Forest Service (FS), Jicarilla Ranger District in Bloomfield, New Mexico has a requirement for a maximum of 80 tons of good quality grass hay, delivered in estimated increments of up to 20 tons every three month. REQUIREMENTS: Good quality hay for the feeding of 125 wild horses; The Contractor shall coordinate all deliveries with the Forest Service (FS) Contracting Officer's Representative (COR); The COR will unload the hay bales. As a result, the Contractor must coordinate all deliveries with the COR; The Contractor shall submit a weigh ticket for each load to verify the weight delivered; All hay must be leafy, green, well cured, properly (barn) stored, and free of dust, mold or heating. It shall also be free of weeds or grass not considered healthy forage for domestic animals. Small square bales (~70 lbs) are preferred. Large square bales may be accepted. Large round bales will be rejected.; All deliveries will be inspected by the on-site COR and either approved or rejected for non-compliance before unloading; The COR shall direct the Contractor to correct any nonconforming deliverables and confirm such direction in writing to the Contractor, with copies going to the Contracting Officer; Deliveries will be made during normal business hours, Monday - Friday between 7 a.m. - 5 p.m., and coordinated with the COR. Weekend deliveries will be permitted only with the approval of the COR. The Contractor shall provide weigh tickets to the COR upon hay delivery. The COR will use weigh tickets to verify the tonnage shipped prior to inspection and eventual acceptance of each shipment. The Contractor will be reimbursed for the actual quantity of grass hay shipped.
