This is a combined synopsis/solicitation for commercial items prepared IAW the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is for the WIFIA Rating Agency Subscription. This acquisition will be sole source and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 511210. The procurement WIFIA is seeking is for direct subscriptions with rating agencies for ratings and research for municipal water and sewer sector entities in the United States to assist in evaluating the financial capabilities and credit risk of prospective borrowers. The subscriptions will allow the WIFIA staff to access the ratings history of a small but rapidly growing portfolio of WIFIA loan borrowers and provide insights through analyst research regarding the municipal bond sector, particularly the water and sewer sector. This rating platform will help WIFIA staff evaluate a prospective borrower¿s credit risk. The subscriptions must include municipal debt issuer rating analysis. The subscriptions will be used by WIFIA staff. This contract will procure five staff licenses or logins. The Financials Rating Agency subscription will be a base year and will have a potential four (4) option periods of one year. The solicitation number is 68HERC20Q0063 and is issued as a request for quotation.
