1. Estimated at about 50-100 Users connected at a time.

2. DESCRIPTION/SPECIFICATIONS

2.1. Work Description

2.1.1. The Contractor shall deliver and install commercial Internet services as required to meet the customer's requirements in accordance with this Statement of Work.

2.1.2. The Contractor shall deliver and install equipment including terminal, cabling and modem to establish service throughout the compound at Chabelley Airfield, Djibouti.

2.1.3. All equipment that the Contractor provides shall be capable of running on 110 Volt 60 hertz power.

2.2. Basic Internet Services

2.2.1. The Contractor shall serve as an internet service provider (ISP) and provide a minimum 20 MB/second down and 5 MB/second up internet connection.

2.2.2. The internet connection will terminate in a government furnished communications rack within a government furnished climate controlled shelter.

2.2.3. The Contractor shall provide all hardware and rack storage required to link the contractor provided internet connection to the government furnished firewall (Cisco Appliance).

2.2.4. Contractor shall supply at least a /28 IP subnet to the customer.


2.3 Circuit Specifications

2.3.1. The Contractor shall provide ISP Interface connectors upon initial installation.

2.3.2. ISP shall be available 24 hours per day, 7 days per week, and 365 days per year.

2.3.3. ISP Connection shall NOT use Network Address Translation (NAT).

2.3.4. ISP shall permit all IP protocols (including but not limited to UDP, TCP, and IPSEC) to transit without filters or proxies. The Customer requires unfiltered access to the Internet without ISP firewall blocking.

2.3.5. ISP shall permit installation of Customer VPN encryption devices on circuit.

3. REQUIRED ISP COVERAGE

3.1. The Contractor shall provide the Customer a guaranteed internet connection service 24 hours per day, 7 days per week, and 365 days per year.

3.2. The Contractor shall not place a cap on the amount of data the Customer uploads or downloads.

3.3. The Contractor shall not alter the service (i.e. upload/download speed) after a certain amount of data has been uploaded or downloaded within a given time period.

3.4. The Contractor shall coordinate the service with the Customer and shall be responsible for the technical sufficiency of the circuits, including services necessary to establish, operate and restore the circuits. Except for equipment furnished by the Customer, the Contractor shall provide all equipment, materials, and supplies required to provide the service.

3.5. The Contractor shall coordinate servicing of the equipment and emergency trouble calls with the 776 Expeditionary Air Base Squadron (EABS) / Communications (COMM) Non-Commissioned Officer In Charge (NCOIC). The Contractor shall provide a seven day advance notice to the 776 EABS/COMM NCOIC for all scheduled maintenance.

3.6. The Customer will, under no circumstances, accept claims from the Contractor for services that were refused, or could not be executed, because they were presented at a time other than established in the work schedule or as mutually agreed between the Contracting Officer and Contractor.

4. SERVICE SUPPORT

4.1. The Contractor shall provide the following customer support services:

4.1.1. Onsite installation as described above.

4.1.2. Maintenance and repair within 72 hours of notification of all vendor provided equipment.

4.1.2.1. Prior to request of maintenance and repair, the Customer will troubleshoot the issue using the following method: The Customer will inspect the router and switches in which the Contractor provided SATCOM terminal are connected. Additionally the Customer will inspect all power and Ethernet cables running from the router/switch to the end user devices as the transmission nodes between devices. If the fault has been determined not to be the aforementioned equipment, the Customer will contact the Contractor and request immediate support to restore services.

4.1.3. Advance notice to 776 EABS/COMM NCOIC, as well as estimated uptime/downtime when hardware, software, or circuits need repairing, upgrading or replacing.

4.1.4. Continuous ISP monitoring to ensure that the ISP remains operational.

4.1.5. Software/hardware upgrades needed to continue to enhance functionality as applicable.

4.1.6. Technical Support hotline (phone number and email address). English speaking helpdesk telephone and email support will allow for an unlimited number of email or telephone incidents and must be available 24 hours a day, 7 days a week and 365 days a year.
