This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small businesses and large businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services.
The WRMS requirement falls under Project Officer Wideband Control (PO WC) as part of its mission to acquire and install state-of-the-art strategic satellite network control and planning systems for use with the Defense Satellite Communications System (DSCS) and Wideband Global Satellite Communications (WGS), and to provide satellite monitoring in either synchronized Spectrum Information Gathering or In-beam monitoring modes.
At its most basic level, the primary function of WRMS is to aid the user with the identification and resolution of anomalies detected by the system. Anomalies are presented to the user through the comparison of planned versus actual radio frequency (RF) measurement data.
There are three primary components of the WRMS system. One, hardware to collect and sample analog radio frequency signals to digitize them into I/Q data. Two, the spectrum characterization software components, which performs analysis against the collected I/Q data. Three, a front end graphical user interface which allows the operators to observe and correlate predicted and performance data for anomaly resolution.
The desired end-result of this contract will be to create a spectrum characterization and analysis software from the ground-up which provides a Government-owned custom software that is hardware agnostic. This software and hardware solution will integrate with all current interface subsystems and maintain current performance specifications. Additionally, enhancements will be required for both current and new components of the WGS constellation in an effort to optimize satellite monitoring. Integration of all work outlined above into a seamless and user-friendly system will be required for the end state system.
