The Wide Area Augmentation System (WAAS) is a mission critical, Safety of Life (SoL) navigation system within the FAA's National Airspace System (NAS). WAAS provides LNAV, LNAV/VNAV, LPV, and LPV-200 levels of navigation services. The WAAS currently uses Global Positioning System (GPS) L1 C/A and L2 P(Y) semi-codeless signals. The United States Government Federal Register Notice (FRN) that DoD support of GPS L2 codeless/semi-codeless capability will likely end in 2020. The FAA intends to replace the use of L2 P(Y) semi-codeless with the use of the GPS L5 civil signal under WAAS Phase IV - Dual Frequency Operations. In addition to a new dual frequency SBAS navigation service, WAAS will continue to support legacy single frequency user services. Federal Aviation Administration (FAA) Wide Area Augmentation System (WAAS) Dual Frequency Operations (DFO) will utilize Department of Defense Global Positioning System (GPS) L1 Coarse Acquisition and L5 signals to maintain existing Single Frequency User and provide a new Dual Frequency User Service. The realization of an L5 capable GPS constellation has been delayed and therefore WAAS DFO has been segmented into two implementation phases. DFO Segment 1 upgrades the WAAS infrastructure to enable reception and collection of the L5 signal with the WAAS reference station network and implements system changes required to sustain the WAAS. In addition to the SIR and attachments, potential Offerors will need information contained in the DFO Technical Data Package (TDP). These materials are subject to Import/Export control and will be available only through a FAA KSN website.
