The United States Patent and Trademark Office (USPTO) intends to award a sole-source purchase order in the amount of $37,500 for a one year subscription to Wharton Research Data Services, The Wharton School, University of Pennsylvania, 102 Vance Hall, 3733 Spruce Street, Philadelphia, PA  19104.  The North American Industry Classification System (NAICS) is 519120.  This is not a solicitation nor will a solicitation be issued in regards to this announcement, therefore, no RFQ will be issued as a result.

Wharton Research Data Services (WRDS) is the only source available that can provide Global Data such as financial, economic, and marketing databases to assists the USPTO to analyze data, develop insights, and craft a sound business strategy.  WRDS subscription is the only means for sufficiently large-scale data access with the ability to import, export, and match data and thus to conduct the sophisticated economic analysis required of the Office of Chief Economist.  Subscription to the WRDS includes access to a number of databases.  Some of these databases are available only from WRDS.  Others are available piecemeal through third-party sources.  Accessing these third-party databases through a single subscription to the WRDS is a significant cost savings by itself.  The Wharton Research Data Services is the leading comprehensive, internet-based data and research service used by academic, government, non-profit institutions, and corporate firms.

In accordance with Patent and Trademark Acquisition Guidelines, the USPTO will endeavor to acquire products and services to the maximum extent possible in all acquisitions on a competitive basis; however, it is exempt from the requirement to meet the test of ''full and open competition'' as defined in FAR Part 6 Competition Requirements.
