NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT

The Office of the Comptroller of the Currency, hereby gives notice of their intent to award a contract to The Trustees of the University of Pennsylvania, 3451 Walnut St., Philadelphia, PA 19104-6205, on a sole source basis utilizing FAR 13, Simplified Acquisition, procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Wharton Research Data Services (WRDS) is the only known source that permits retrieval of data from 12 industry standard financial datasets in a common standardized format. Accessing these 12 financial datasets in a standardized format through WRDS will relieve the OCC of the undue burden of the programming time and related costs of merging data from various datasets to conduct analysis and research critical to the OCC's mission.

This notice of intent is not a request for competitive proposals; a solicitation document will not be issued. All information received within five days of the date of this notice with pricing and sufficient technical documentation to establish a bona fide capability to meet the requirement will be considered by the OCC. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the OCC. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement.
