The Office of the Comptroller of the Currency, hereby gives notice of their intent to award a contract to The Trustees of the University of Pennsylvania, 3451 Walnut St., Philadelphia, PA 19104-6205, on a sole source basis utilizing FAR 13, Simplified Acquisition, procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. WRDS is the only known source that permits retrieval of data from 12 industry standard financial datasets in a common standardized format. Accessing these 12 financial datasets in a standardized format through WRDS will relieve the OCC of the undue burden of the programming time and related costs of merging data from various datasets to conduct analysis and research critical to the OCC's mission.

This is not a request for competitive proposals; however, all proposals received in writing within three days after date of publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
