Determine changes in vegetation in both coastal wetlands and interior marshes and bogs in light of potential climate related impacts and invasion by aggressive plant species. Coastal wetlands to be monitored include those on Long Island (barrier spit), those associated with sandscapes on Outer, Michigan and Stockton Islands, and the Little Sand Bay lagoon and Sand River estuary on the mainland. Interior bogs that shall be surveyed include one each on Stockton and Devils Islands and two on Sand Island.
The Service Contract Act applies to this contract.
The following information shall be included with bids; bids with incomplete information will not be considered: Curriculum vitae, including description of similar work; draft work plan; references; budget.
For the purposes of this contract, technical expertise is considered equal to cost. Award shall be based on best value and shall be made to the contractor that submits the quote most advantageous to the Government, price and other factors considered.
