•1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued.
•) Solicitation number FA6606-18-Q-0001: Offerors shall comply with the entire SF1449 solicitation document attached to this notice for applicable instructions, provisions, and clauses. The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this acquisition and are included in the SF1449; 52.212-1, Instructions to Offerors - Commercial, 52.212-2 Evaluation, 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5 Dev - Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
•3. The following attachments to this notice include (1) SF1449 Solicitation FA6606-18-Q-0001, and (2) Westover ARB Timber Harvest Map.
•4. The NAICS code is 113310. This solicitation is set aside for small businesses.
•5. Vendors must attend a site visit scheduled 18 April 2018, at 9:00 AM EST. You must register for the site visit by emailing Rosalie Connelly, [email protected], with the name of your company and names of employees attending by 3:00 PM EST, 11 April 2018. Attendees must have a valid picture ID to enter the base. We will be meeting at 8:45 AM EST, at the Visitors Center, 20 Patriot Road, Westover ARB 01022. It is located off Westover Road, Chicopee MA.
•6. Quotes shall be submitted by inserting (1) the unit price under UNIT PRICE in CLIN 0001; (2) amount price under the word AMOUNT in CLIN 0001; and (3) the net amount price to the right of the words NET AMT in CLIN 0001 under the line, page 3 of the SF1449. The amount can be hand-written in, and must be readable. Offerors shall also complete/fill-in Blocks 30a SIGNATURE OF OFFEROR/CONTRACTOR, 30b NAME AND TITLE OF SIGNER, and 30c DATE SIGNED - on the cover page of SF1449 bottom left corner. Offerors are only required to return the filled out SF1449 cover page and page 3 (with CLIN 0001).
• Payment for this sale will be an initial deposit/first payment equal to 20 percent of the timber sale value to be submitted prior to the start of harvesting. The second payment of 50 percent will be due when contract is 50% complete. The final payment of 30 percent will be made upon completion of the harvest.
•8. Offers due date/time: Solicitation package responses shall be received electronically (e-mail) No Later Than (NLT) 10:00 AM EST, 09 May, 2018. Questions shall be received electronically NLT 10:00 AM EST, 23 April 2018. Government will provide responses/answers by an amendment. The Government anticipates posting the responding amendment NLT 3:00 PM EST, 27 April, 2018.
Vendors shall submit quote package electronically (by e-mail) and the Government shall receive the package not later than the established date and time, 10:00 AM EST, 09 May 2018. The winning offeror shall schedule and attend a conference with the Government not later than 10 days upon award of this notification. The Period of Performance will be 60 Days from Notice to Proceed. During the conference, the winning offeror shall provide the following: (1) evidence of general liability and property damage liability insurance to be submitted by contractors' insurer, and (2) SF 1 Form (Contractor Badge Form) for employees assigned to the Timber Harvest Project at Westover ARB. This form will be provided by the government.
