WESTBROOK COMMON REVITALIZATION PROJECT Sealed Bids for the Construction of the Westbrook Common Revitalization Project will be received, by the City of Westbrook, at the office of the City Clerk, City Hall, 2 York Street, Westbrook, Maine 04092, until 3:00pm local time on Wednesday, April 28, 2021, at which time the Bids received will be publicly opened and read. The Project consists of renovating an existing pedestrian plaza, including: 1. Demolition and removal of: (a) existing infrastructure, including granite curbing, sidewalk + walkways requiring saw cutting, concrete planters/seat walls, a fountain + associated footing + pump, lighting features, flag poles, an antenna, and other misc. site features; and (b) 23 tree stumps + root wads requiring backfill; 2. Sediment and erosion controls, including inlet protection, silt socks for on-site catch basins, a construction entrance, silt fence – all to be inspected + replaced routinely; 3. Traffic management plan, construction safety fencing + ADA-compliant pedestrian access + signage to area businesses requiring proactive communication with the City’s rep; 4. Site improvements include grading + earthwork; installation of hardscape surfaces, landscaping with an irrigation system, rain garden, site lighting improvements; and an allowance for outdoor furniture/amenities; 5. Removal + replacement of over 360LF of 24” RCP storm drain pipe + 3 drainage structures; 6. Other utility improvements include trenching, excavation, backfilling pipe bedding; reconfiguration + replacement of an on-site electrical transformer, meter + underground vault with an allowance for wiring, conduit feeds + back feeds to connect area businesses, residents, and City light fixtures; upgrades to water mains with PWD + gas mains with Unitil as separate bid line items to be invoiced to each utility separately. See Utility Notes below. a. Electrical Note: An existing below grade electrical transformer will be removed + relocated to the sidewalk under Main St. All excavation, demolition of conduit, manhole/ structures, installation of new conduit, and new transformer vault will be installed by the site contractor. The City of Westbrook’s electrical contractor will pull new wiring and connect transformer and panel/meter. b. PWD Note: This project includes the installation/relocation of a new water line from Cross St. to Main St., and the installation of a temporary water main. The City will NOT be responsible, financially or technically, for the installation of the water main. The bidder is required to provide a separate cost for work associated with the PWD water main on the BID FORM. The successful bidder must be on Portland Water Districts (PWD) pre-approved vendor list and is responsible to coordinate with all other utility providers to protect all other utilities as presented in the bid package. c. Unitil Note. Coordination with the Unitil (Gas Co.) for the relocation/reconnection of their service lines is also required as part of this contract. The bidder is required to provide a separate cost for work associated with the Unitil gas main on the BID FORM. The successful bidder will invoice separately all work associated with the gas main work. The successful bidder must meet Unitil’s contractor requirements and is responsible to coordinate with all other utility providers to protect all other utilities as presented in the bid package d. A pavilion with a cast-in-place concrete stage slab + footing with an overhead pergola, included as ALTERNATE No. 1 – Pavillion on page 5 of the BID FORM. To receive any addenda issued, prospective bidders should send an email and attend mandatory pre-bid meeting + site walk to be held at 1pm local time on April 7, 2021, at the project location in Westbrook Common, located between 1 Westbrook Common and 850 Main Street, Westbrook, Maine. Attendance at the pre-bid conference is mandatory for at least one person from the single prime contractor team. Bids will be received for a single prime Contract. Bids shall be lump sum with one alternate bid item, two separate costs for utilities + a schedule of values as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instruction to Bidders. Bids must be enclosed in a sealed envelope clearly marked “Westbrook Common Revitalization Project” and directed to Mel Fernald-Deputy Clerk, 2 York Street, Westbrook, ME 04092. The City of Westbrook reserves the right to accept or reject any or all bids and to award the contract to a bidder other than the lowest bid offered, if such actions are in the best interest of The City of Westbrook.
