Background: The West Crystal Stewardship IRSC shall be awarded under the following authority:

Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.

Project Location:

The project is located approximately 55 miles northwest of Fort Collins, CO.  The project is located roughly north of County Road 86 and south of County Road 80C along NFSR 169 and adjacent National Forest roads.  Legal description is T10N, R73W, S 30 and 31; T10N, R74W, S 4, 5, 6, 7, 8, 9, 15, 16, 17, 18, 20, 21, 22, 23, 25, 26, 27, 28, 29, 32, 33, and 36; T10N, R75W, S 1; T11N, R73W, S 19; T11N, R74W, S 2, 9, 10, 11, 14, 15, 16, 17, 20, 21, 22, 23, 24, 26, 27, 28, 32, 33, 34, and 35; 6th P.M. Larimer County, Colorado.

A site visit trip is scheduled for July 31st, at 8:00 am (MDT) at Canyon Lakes District Office, 2150 Centre Ave, Building E, Fort Collins, CO 80526.  Plan on meeting at office and heading to project area.

Period of Performance: All work shall be completed by September 30th, 2029.

Description of Work: Services are needed to mechanically cut and remove or pile merchantable timber on 1,752 acres of FS land to improve forest health and resilience and help mitigate the risk of catastrophic wildfire. Additional services are needed to thin and pile biomass and yard unmerchantable material. Finally, rubber mats or other comparable measures will be required to ensure the protection of Larimer County roads during logging operations.

Request for Proposals (RFP) are due August 26, 2024 at 12:00 p.m. MDT. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. Late proposals will not be considered.

NAICS: 115310: Support Services for Forestry, size standard: $34M Fuels Management Services. Stewardship authority grants the Forest Service Chief or designee the authority to aggregate contractual requirements into stewardship projects and solicit those requirements utilizing full and open competition

  • Lodgepole Pine and Other Conifers Non-Sawtimber  1,287 CCF

3.Traffic control and Installation/Removal of  2 Temporary Culverts

The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project.

All Contractors must be actively registered in the System for Award Management (SAM) at https://www.sam.gov/SAM/ to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service – you do not need to pay to register in this system. If your registration is not active, you will not be considered for award.
