***NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Wellfleet Software Corporation, of Reading, MA, for the purchase of the WellGEO RegRep 4 product.

***The sole source determination is based on the National Oceanic Atmospheric Administration's (NOAA) requirement for a registry/repository of weather datasets and associated weather data access services using a variety of vocabularies and classification schemes which will meet the demands of the FAA's NextGen Network Enabled Weather (NNEW) program here at NOAA. Wellfleet is the only vendor that offers the registry/repository that meets our technical requirements. Specifically, no other vendor can meet the requirements for registry/repository software. The NNEW program has identified the OASIS ebXML registry/repository standard as the most appropriate technology choice. The ebXML registry/repository standard is currently in the process of transitioning from version 3 to version 4, and version 4 has reached official draft status in the OASIS registry/repository Technical Committee. Version 4 supports a number a new features that will be particularly important in the context of NextGen, including the ability to federate all or portions of registries with one another to support a variety of multi-organization interactions. Wellfleet is the only source of a registry/repository implementation that is compliant with version 4 of the ebXML registry/repository specification at this time. The expected delivery date is August 30, 2009.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
