The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below.
Background
In response to the advent and broad availability of the WWW, the Division of Extramural Programs developed web access, which detailed among other things the types of grants and training programs offered here at NLM. The EP web users are a broad and diverse collection of healthcare practitioners, researchers, policy makers, and educators, plus the general public. In response to their continued usage of this service and their demand for more in depth information and services, EP has continued since 2003 to re-design and update its official web page in accordance with NLM and NIH regulations.
Objectives
Provide maintenance and on-going developmental support for the National Library of Medicine (NLM), Extramural Programs web site.
Task
Design and implementation of new pages for the web site.
Correction and modification of existing information on the web site.
Problem solving and resolving issues discovered through user feedback, link checking and other web site management techniques.
Coordination with NLM web staff to assure that materials are uploaded to Teamsite properly.
Improvement of site structure and content to enhance user experience and reduce maintenance and redesign costs.
The proposed acquisition will be procured under FAR Part 12 in accordance with the policies and procedures under FAR Part 13- Simplified Acquisition Procedures. The period of performance will be for eight months from the date of the award. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought notice is not a Request for Quotes (RFQ), nor is an RFQ available.
Interested firms responding to this sources sought notice must adhere to the following:
(a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages.
(b) The capability statement must identify the responder's small business type and size.
(c) All capability statements must be submitted electronically no later than 1:00pm eastern standard time on December 29, 2010to Suet Vu [email protected].
