Defense Logistics Agency has a requirement for webMethods Websphere Software. This announcement is issued as a Request for Quotation (RFQ) # SP4707-11-Q-0006. Place of performance is Battle Creek, Michigan. Inspection, acceptance and F.O.B. are at destination, Battle Creek, Michigan. Delivery shall be no later than 30 calendar days after award date.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular # 2005-46.

This acquisition is being solicited on an unrestricted basis in regards to Small Business Programs. The associated NAICS code is 541511 with a SBA size standard of $25,000,000 in average annual receipts.

Offerors shall provide a price for each contract line item number (CLIN) in their quote. Quotes with quantities of less than requested or products other than those requested specifically by brand name shall be deemed technically unacceptable.

CLIN 006: Silver Support for WebMethods WebSphere MQ Adapter Testing/ Staging Environment, MPN: SE-EPT-AS-IMQ, QTY: 01 EA.

Justification: The Defense Logistics Agency has previously identified webMethods BPMS suite as the best software to accomplish mission requirements, and has previously invested into developing it. Further, use of any product other than the webMethods WebSphere Adaptor will require additional licensing, hardware, training, and development costs to integrate into the existing webMethods environment.

Only new equipment is being solicited. Remanufactured or refurbished equipment, as defined in FAR 11.001, is technically unacceptable. Trade-in or exchange of old equipment is not available.

The evaluation factor(s) for award is; lowest-price, technically acceptable. Any resulting contract or order will be firm-fixed price.
