The Mission Installation Contracting Command, ISP Division, Fort Sam Houston, Texas, intends to award a sole-source contract to ESI Acquisition Inc. (aka Intermedix), Fort Lauderdale, FL 33308 for a WebEOC product and incidental services over a twelve month period of performance starting with award of the contract.  A determination not to compete this requirement was made pursuant to 41 U.S.C., 1901, as implemented by FAR Subpart 13.5 (a)(1).  The Government intends to procure this sole source requirement using Simpliefied Acquisition Procedures in FAR Part 13 and FAR Part 12, Acquisition of Commercial Items.  THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued.  Interested concerns must show clear and convincing evidence that competition of this requiement would be advantageous to the Government.  If no affirmative written responses are received by 5:00pm CT on Thursday, 29 September 2016, award will be made without futher notice.  Oral communicationis are not acceptable in reponse to this notice.  A determinatino by the Government not to compete this proposed requirement is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
