This is a PRE-SOLICITATION NOTICE for the Bureau of Engraving and Printing (BEP) Eastern Currency Facility (ECF). This notice is issued solely for informational and planning purposes only. The BEP has a requirement to procurement (1) offset web fed press (hereafter referred to as Web Press) to be delivered, installed, set-up and tested at the BEP's Washington D.C. facility. Under this requirement, the contractor shall design, fabricate, deliver, set-up and test one (1) 20.5" offset web press with slitter, sheeter and turret re-winder unit. The Web Press shall be used to convert rolls of paper into either spools of bands for use on the Large Examining Printing Equipment (LEPE) or sheets of bands for use on the Currency Overprinting and Processing Equipment (COPE), and for security check printing.

The BEP anticipates issuing a solicitation on or about 20 February 2018. An unrestricted full and open competitive solicitation is planned for this requirement. The applicable North American Industry Classification System (NAICS) code is 333244 -- Printing Machinery and Equipment Manufacturing, with a small business size standard of 750 Employees.

This notice does not constitute a Request for Proposal (RFP) and should not be construed to as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any costs incurred by interested parties will NOT be reimbursed.
