This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 12505B21S1019884 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02. The NAICS code applicable to this acquisition is 334516 (Analytical Laboratory Instrument Manufacturing).  This requirement is 100% set aside for small business. For a small company to qualify as a small business, the small business standard is 1,000 employees or less.

The USDA, ARS, lab in Wooster, Ohio has a brand name or equal requirement for rain and flow monitoring peripherals for existing ISCO 6712 water samplers.  The Government intends to award a fixed price contract for the following item as identified in the Contract Line Item Number (CLIN):

CLIN 1: Rain and flow monitoring peripherals for existing ISCO 6712 water samplers, specifications include the following:

This is a brand name or equal requirement for rain and flow monitoring peripherals for existing ISCO 6712 water samplers. This RFQ is for the following items:

  • 6 Qty - Teledyne Isco 730 Module with 1/8 inch x 25 ft. vinyl bubble line.
  • 6 Qty - Teledyne Isco Bubble tube mounting hardware
  • 3 Qty - Teledyne Isco Rain Gauge. Tips every 0.01 inch of rainfall. Tipping bucket rain gauge with 50 ft. cable and connector
  • 3 Qty - Teledyne Isco 24-bottle Configuration for 6700 Series Full-size Portable Sampler. Includes 24 polypropylene 1-liter bottles with caps, bottle retaining ring, and two discharge tubes.

*All items must be seamlessly compatible with Teledyne Isco 6712 Portable Samplers. This RFQ should include an ISCO Open Channel Flow Measurement Handbook.

Current systems are ISCO brand 6712.

REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered.

The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Net Price and must also have satisfactory Past Performance.
