Bidder shall only provide water meter vaults that are approved by the City of Pasadena, as per the following specifications, or equivalent. 4.1 MATERIALS 4.1.1 All meter vaults shall be made from a combination of polymer concrete (PC) and structural fiberglass reinforced polymers (FRP) with an ASTM C857 A-8 rating. 4.1.2 All materials used in the manufacture of the vaults shall be new, of the highest quality. 4.1.3 The materials used for making the vaults shall be non-biodegradable when buried underground, exposed to water, and when exposed to ambient temperatures of -20 deg. F to 120 deg. F. Manufacturers shall submit test reports indicating that materials meet or exceed the requirements of Western Underground Committee Guide 3.6 Non-Concrete Enclosures for durability and chemical resistance. 4.1.4 Polymer concrete shall be manufactured from one of the general types and grades defined in Polymers in Concrete Structural Applications State of the Art Report, ACI 548.6R-96 for structural uses. Thermoplastics will not be acceptable. 4.1.5 The life expectancy of the finished product shall be at least 25 years. Satisfactory performance of similar products of the vendor for a period of at least 10 years shall be accepted as reasonable proof of achieving the 25-year requirement. A written statement is required. Accelerated service tests in accordance with ASTM D 756-56, procedure E, shall be accepted as a satisfactory alternative. 4.2 MANUFACTURE 4.2.1 All meter vaults shall be complete with two-piece covers. 4.2.2 Covers shall have polymer concrete, grey in color on top surface and on all cover edges. 4.2.3 Cover fit shall retard the entrance of sheet flow run-off water. 4.2.4 Standard and multi-piece covers shall have PWD cast into the top surface as well as the manufacturer’s name or logo and the Tier rating. Glue in logos will not be accepted. 4.2.5 The cover shall have a minimum coefficient of friction of 0.6 on the top surface when tested according to the method given in ASTM C1028. Coatings may not be used to achieve skid resistance. 4.2.6 All inside surfaces shall be smooth and free from fiberglass or any other sharp protrusions that might injure personnel. 4.2.7 All exposed surfaces shall be concrete grey in color. 4.2.8 Torsion Assist Frames and covers shall be available for all sizes. 4.2.9 Box shall be equipped with a bottom foundation area suitable to limit soil-bearing stresses to 2,400 psf with the full design load applied to the top. 4.2.10 Wall material must permit easy cutting in the field using ordinary cutting tools. 4.2.11 Vault walls shall be made from pattern cut structural fiberglass cloths to assure uniform, pre-measurable glass content on all areas or shall be fiberglass reinforced polymer concrete. Chopped fiberglass construction is not acceptable. All manufacture shall be from pre-approved construction meeting the specified structural requirements. In response to the Notice Inviting Bids to furnish and deliver water meter vaults with covers for Pasadena Water and Power of the City of Pasadena, California, the undersigned proposes and agrees to furnish the required materials in strict conformity with Specifications WD-13-02. Each Bidder must bid on all of the items shown on the Bidder’s Proposal. If any Bidder makes any alteration, interlineation or deviation in any of the printed matter of the proposal or if the signature of the Bidder is incomplete, the bid will be considered informal and may be rejected. Any Bidder may offer in their proposal any material which is equivalent in every respect to the material specified. The determination as to whether an item is in fact a true equivalent shall be made solely by the City. As part of its determination the City may require manufacturer’s specifications and/or may submit the proposed items to field testing.
