The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Washington Metro Area Transit Authority (WMATA). A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is for the Defense Information System Agency (DISA), Workforce Services Directorate (WSD) SmartBenefits Program services. The requirement provides government employees with access to the SmartBenefits mass transit program. The government further requires electronic auto load and reloadable capabilities for DISA to assign monetary
value to Smart Trip cards, specifically for those employees authorized to participate in the SmartBenefits mass transit program within the National Capital Region. The anticipated time frame is January 12, 2022. There is no place of performance, due to electronic communication that does not require a physical location.


In regards to required capabilities, the Government has a need to offer DISA employees’ access to the WMATA SmartBenefits program services for commuting and transfers between Metrobus and Metrorail. Specifically, coverage throughout the Washington D.C., Maryland, and Northern Virginia region. SmartBenefits Program unique components include the SmartTrip plastic cards.


The SmartTrip cards are electronically reloadable, can be registered online, and have transferrable benefits. Participants are able to use their SmartBenefits to take advantage of commuting benefits, such as transfers between car-pooling, metrobus and metrorail services. In addition to the above, the Government requires sources to: 

1. Provide advice and coordination for the development of various mass transit options such as vanpools, commuter rail, and commuter buses.
2. Provide online access/portal to establish, modify, or otherwise confirm the record and/or status of a mass transit benefit participant in the WMATA SmartBenefits® program for the civilian members of DISA.
3. Ensure benefits for existing participants are transferred automatically, on a monthly basis, and are made available for first time participants at the start of each following month.
4. Provide online access to each point of contact in a timely manner.

At this time, the incumbent contractor Washington Metro Area Transit Authority (WMATA) is the only source capable of providing all necessary services.
