The Export Import Bank of the United States (Ex-Im Bank) intends to award a sole source contract to the Washington Metropolitan Area Transit Authority (WMATA), for SmartBenefits under the Public Transit Incentive (PTI) program. SmartBenefits provides a monthly benefit for government employees in their daily commuting. The intended contract will authorize SmartBenefits for EXIM employees in the Washington, DC-metropolitan area. It is anticipated that an award will be issued to WMATA, approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. Period of performance for the intended contract will be for one year, with four one year option periods, for a maximum potential five year term.
The sole source justification for the requirement is attached herein, and cites the following authorizations: Federal Acquisition Regulation (FAR), Subpart 6-302-1 "Only one responsible source, and no other supplies or services will satisfy agency requirements," FAR Subpart 6-302-5 "Authorized or required by statute", and pursuant to the authority of 41 U.S.C 253(c)(1) "Special documentation requirements." A determination by the government not to compete this proposed acquisition based upon responses to this notice and is solely within the discretion of the government.
EXIM Bank intends to negotiate solely with WMATA for the subject SmartBenefits, as WMATA is the only mass-transit system in the metropolitan Washington DC area that can provide the required SmartBenefits. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
