Sealed bids will be received for the Walnut Street and Lockup Lane Storm Sewer and Green Alley Improvements, Lititz, Lancaster County, PA. The bids will be received by Lititz Borough at 7 South Broad Street, Lititz, PA 17543, until 2:00pm, prevailing time, Friday, December 14, 2018. The bid results will be opened and read aloud immediately following the due time, and posted for viewing on PennBid. Bidding and Contract Documents shall be obtained from Lititz Borough, 7 South Broad Street, Lititz, PA, 17543. Documents can be obtained in electronic format from Lititz Borough or online at www.PennBid.net. Bid bond or certified check for 10% of the total base bid payable to “Borough of Lititz" (Owner) shall accompany each proposal, to be forfeited in liquidated damages should the bidder default in execution of the contract within 180 days after award of same. Bids may not be withdrawn within 60 days after bid opening. Lititz Borough reserves the right to waive irregularities in, or reject any and all bids. The Owner shall award the contract to the lowest responsible and responsive bidder or reject all bids within sixty (60) days from the date of the bid opening; provided, however, if the award is delayed by the required approval of another governmental agency, the sale of bonds, easement acquisition or the award of a grant, the Owner shall reject all bids or award the contract to the lowest responsible and responsive bidder within one-hundred twenty (120) days from the date of the bid opening. A mandatory pre-bid meeting will be conducted at Lititz Borough, 7 South Broad Street, Lititz, PA 17543 on Monday, December 3, 2018 at 10:00am. The pre-bid meeting will include a field review of the project location. In accordance with the Pennsylvania Antibid-Rigging Act, 73 P.S. Section 1611 et seq., a Non-Collusion Affidavit must be submitted. This project will include prevailing wage determinations as defined by the United States Department of Labor. Bidders on this Work will be required to comply with the Provisions of the Pennsylvania Prevailing Wage Act 442. The Prevailing Wage Scale/Schedule is included in the Specifications.
