The Washington State Health Care Authority, hereafter called “HCA,” is initiating this Request for Qualifications and Quotations (RFQQ) to solicit Bids from firms interested in participating on a project to identify and assess specific internal and external elements in the WA-APCD and national APCD program environments. The environmental scan will assist HCA in taking advantage of opportunities and risks that are identified to better achieve HCA’s procurement goals and propel the WA-APCD program to greater success.
