The U.S. Army Corps of Engineers (USACE), Transatlantic Division, Middle East District (TAM) is seeking preliminary information, for market research purposes only, from capable and reliable sources who may be interested in submitting a proposal for the procurement of providing vehicles for personnel of the U.S. Corps of Engineers (USACE), Transatlantic Division, Middle East District (TAM), for field offices located within the U.S. Central Command (CENTCOM) Area of Responsibility (AOR), Outside the continent of the U.S. (OCONUS). Since all of the work will be performed outside of the continental U.S. Interested parties shall provide documentation which illustrates capabilities to deliver all required vehicles as stated in the attached specifications.

The basic description of the need is to provide and furnish vehicles by lease and/or rental, and supervisory management required to provide safe, legal, and insured vehicles for operational field staff stationed within the CENTCOM AOR. Vehicles shall be leased and/or rented for mid-size sport utility vehicles (SUV) and mid-size sedans, and utility vehicles capable of transporting 2-4 passengers and have a rear bed with a load capacity of 300 pounds for equipment transport.

If a solicitation is released at a later date, a Firm-Fixed-Price Single Award Task Order (SATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) contract type is being considered. The Period of Performance is anticipated to be one calendar year with two option years.

A. Location: The CENTCOM AOR extends to the following countries: Bahrain, Egypt, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Tajikistan, Turkmenistan, United Arab Emirates (UAE), Uzbekistan, and Yemen.

B. The magnitude of procurement for this acquisition is between $1,000,000.00 and $10,000,000.00.

Additionally, since this is a request for information only, your response shall not constitute an offer. If the determination is made to conduct a limited competition, then only those companies who respond with a complete Capabilities Statement shall be considered for inclusion in the limited competition.
