The U.S. Fish and Wildlife Services intends to negotiate on a sole source basis with the Government of Ontario, Canada using simplified acquisition procedures for helicopter services, including pilot and fuel, to support the annual Waterfowl Breeding Pair Population Survey. This survey is conducted to fulfill the United State's obligations toward International Migratory Bird Treaty Act. Waterfowl breeding populations will be surveyed within Ontario, Quebec and Labrador Canada to count waterfowl and collect data. The flight surveys are to be conducted between May 15, 2008, and June 6, 2008, depending on weather conditions. Because the Ontario Ministry of Natural Resources is a government agency, their helicopters are able to access jet fuel caches which are reserved for Government aircraft in remote areas. Estimated number of hours to conduct this survey is 50 hours. The helicopter flights are to be conducted in Stratum 51 in Ontario and Strata 68 and 69 in Quebec and Labrador, Canada. The survey and identification project require maneuvering the helicopter at the edge of the performance envelope in a variety of remote wilderness habitats in northern Canada. See Note 22.
