TITLE: FA4809-12-Q-0035 Sole Source Acquisition for purchase and installation of Night Vision Virtual Training Board Upgrade to 3.0 on Seymour Johnson AFB

The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Night Readiness, LLC. The contractual action is a Sole Source Firm-Fixed price contract to purchase and install an ugraded version of the Night Readiness Virtual Training Board Software. The Night Readiness 2.0 system is currently in use, and Night Readiness, LLC is the sole manufacturer and distributor of the software compatible with this system. Manufacturer: Night Readiness, LLC

This purchase will be made under Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 31 Aug 12 at 11:00 A.M. APPLICABLITY OF AUTHORITY: The required 3.0 upgrade to the Night Readiness VTB system is available only from one responsible source and is the only product compatible with F-15E training requirements. Night Readiness LLC is the sole manufacturer and distributor of this product to military installations. The VTB System is the only system capable of training the F-15E aircrew on NVG operations, tuning and visual illusions/hazards specific to different types of terrain, celestial lighting and ground cultural lighting. To meet requirement of AFI 11-2F-15E Volume 1 and Air Force Research Laboratory (AFRL) guidance for aircrew NVG training. Current syllabus training utilizes the 2.0 version of the Night Readiness VTB system. The VTB system upgrade to the 3.0 version will offer greatly increased training capability. The Night Readiness VTB meets and exceeds all F-15E NVG training requirements and would represent a badly needed improvement to training in a hazardous flight regime (night, low altitude training). The VTB system was developed as a prototype from USAF and USN funded research and development to create high quality NVG classroom training. Version 2.0 has been used to train USAF air crew for nearly 4 years. Night Readiness is a primary research contractor with AFRL and is the only company with this proven NVG virtual technology. Award to any other source would result in unnecessary delays and extra and the duplication of these costs is not expected to be recovered through full and open competition. The VTB 3.0 hardware and software completely replaces the VTB 2.0 hardware and software.
