The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Treasury Inspector General for Tax Administration (TIGTA), intends to contract with Foster and Freeman USA, Inc. on a sole source basis, under authority of FAR 6.302-1, for a VSC-8000 (VIDEO SPECTRAL COMPARATOR) comprising: Camera, Lenses, and Viewing Filters. Plus, 2 days on site installation and training. Foster and Freeman USA, Inc has been identified as the only source capable of providing the required equipment in an arrangement that meets the needs of the TIGTA.

Subject to final approval, The Bureau of the Fiscal Service (BFS), on behalf of the TIGTA, intends to negotiate a sole-source procurement in accordance with FAR 6.302-1, to:

This notice does not restrict the Government to an ultimate acquisition approach.
