This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation RFQ-FHG-11-0004 is issued as a Request for Quote (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. The NAICS code is 336413 and the size standard is 1,000 employees. This is a 100% small business set aside.
The Bureau of the Public Debt (BPD) on behalf of the Federal Housing Financing Agency Office of the Inspector General (FHFA-OIG) has a need for the brand name VRU+ Smoke Escape Hoods in the event of a fire and or bio/chem attack to assist in the safety and well-being of its employees during an evacuation. These hoods will allow for an increased chance of the survival of our employees in the event of an emergency. Due to our immediate proximity to the White House and the Executive Offices the likely hood of a bio/chem attack happening in this proximity increases exponentially. Trained staff will be able to assist FHFA-OIG employees in the case of an evacuation and or bio/chem attack.

The provisions at 52.212-2, Evaluation - Commercial Items (JAN 1999), applies to this acquisition. The following factors shall be used to evaluate offers: Lowest Priced, Technically Acceptable. All specifications must be met that are listed in the Statement of Work (pg. 7) in order for proposals to be considered Technically Acceptable. Addenda to this provision are attached.

Offerors are to include a completed copy of 52.212-3, Offeror Representations and Certifications - Commercial items (APR 2011) or a copy of the online ORCA, with their offer.
