Navarro Research & Engineering, Inc., (hereafter referred to as the Contractor) has a requirement for a Voice over Internet Protocol (VoIP) Phone System, Internet Service, and Wi-Fi at its new office space located at 100 North City Parkway, Ste. 1750, Las Vegas, Nevada.

1. Synopsis: This is a combined synopsis/solicitation for commercial items prepared in    accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is NEPS19-5-0619A and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 334220.

5. Visitor Access Requirements
The visitor must read, understand and adhere to the following access requirements:

Present a valid, Real‐ID driver's license
And
One of these four specific documents that verify citizenship:
‐ U.S. Passport (even if it is expired);
‐ Original birth certificate, bearing an official seal or certified copy of a birth certificate;
‐ Certificate of Naturalization;
‐ Certification of Birth Abroad.

All VISITORS please be advised, although recreational marijuana is legal in Nevada that does NOT alter our Drug‐Free Workplace policies and procedures. This will serve as VISITOR(s) notification that marijuana use, possession or transfer are a crime under federal law and MUST NOT be brought onto Contractor facilities. The DEA has stated that extracts of marijuana such as CBD, or Charlotte's Web Oil, are illegal. All contractors to the DOE/NNSA and NNSS as well as their respective subcontractors are bound by the regulations of 10 CFR 707, "Workplace Substance Abuse Programs at DOE Sites," as well as regulations regarding access authorizations (security clearances) and the Human Reliability Program.

All employees and visitors are subject to search prior to entering DOE/Contractor facilities; and illegal drug use, including marijuana, extracts of marijuana or introduction of any illegal drugs will not be tolerated.

6. Solicitation and Attachments
Questions: Interested Offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. New Equipment ONLY. NO USED OR RE-MANUFACTURED PRODUCTS WILL BE ACCEPTED.

10. Evaluation
In accordance with FAR 52.212-2; Evaluation - Commercial Items, the following factor shall be used to evaluate offers: Technical capability of the services offered to meet the Government requirement and price. Technical capability is more important than price.
