Sources Sought Notice. The Government reserves the right to use any information provided by

The Department of Defense (DoD), Washington Headquarters Services (WHS), is performing
market research to determine the availability, interest and capability of potential Small
Businesses under NAICS Code 518210 -Data Processing, Hosting and Related Services to provide additional ESXi hosts to supplement the existing VMWare infrastructure in support of the Defense Technical Information Center (DTIC).
SCOPE:
This requirement is for additional ESXi hosts to supplement the existing VMWare infrastructure. Growth trend analysis has shown a thirty (30) % increase for the past year of Virtual Machines (VM's). The growth in VM's correlates equally to an increase in host provisioned resources, and is expected to grow at this rate for at least the next year. Therefore DTIC will require an ESXi host increase of 30% which equates to approximately eighteen servers in order to provide sufficient resources to match our VM growth. Because two of our VMWare VCenter Clusters contain several servers that will be over 5 years old by 2017, these servers will be part of this upgrade. Replacing these servers means all ESXi hosts are supportable until at least October 2019 when the bulk of the servers will be ready for life cycle replacement.
The server hardware in the EDMS enclave is not supported and is starting to fail. Because this system is still in use without a planned retirement date, we need to have supportable Hardware in place. A VM ESXi host cluster consisting of 2 servers will provide sufficient resources to migrate the 7 existing bare-metal servers to VM's. This will allow the retirement of the unsupported hardware.
DTIC is currently using a total of five unsupported GSA appliances for the splunk environment in both the NIPR DMZ enclave and SIPRnet enclave. These servers need to be on supported hardware therefore five new servers should be purchased to replace the unsupported hardware.
QUANTITY AND DESCRIPTION.
Eighteen servers to be used as ESXi hosts, servicing four separate enclaves (Internal network, DMZ, Siprnet and EDMS) and five servers for Splunk bare metal replacement. Each server must be compatible with the existing ESXi hosts since they will be added to the current clusters. In order to be compatible the servers must have the following specifications:
• INTEL XEON E5-2687WV3 (3.1GHZ/10- CORE/25MB/160W)
• 512 GB RAM using DDR4-2133 Load Reduced DIMM (LRDIMM) memory
• 10Gb 2-port Ethernet adaptor supporting enterprise class features such as VLAN tagging, adaptive interrupt coalescing, MSI-X, NIC teaming (bonding), Receive Side Scaling (RSS), jumbo frames, PXE boot and virtualization features such as VMware NetQueue.
• 2 300GB SAS 10K RPM SFF (2.5-INCH) SC ENTERPRISE HARD DRIVE, for Splunk servers should be 8 1TB 6G SAS 7.2K RPM SFF (2.5-INCH) SC
• Server should support a RAID controller without consuming PCIe slot and Embedded 6Gb/s SATA controller RAID controller with RAID 0/1/10/5
• Redundant platinum Power Supplies and Redundant hot-plug system fans
• System should support Encryption of the data on both the internal storage and cache module of the array controllers using encryption keys.
• Should help provide proactive notification of actual or impending component failure alerts on critical components like CPU, Memory and HDD.
• Management software should support integration with vCenter virtualization platform management software.
