The purpose of this notice is to inform interested parties that the Naval Air Systems Command (NAVAIR) intends to negotiate and award a new order with Raytheon Missile Systems (RMS) under the NAVAIR Raytheon Corporate Basic Ordering Agreement for the Virginia Payload Module (VPM) – Tomahawk AUR Weapons System Integration. The period of performance for this effort is approximately forty-eight (48) months after contract award, with a base of twelve (12) months and three (3) options totaling thirty-six (36) months. The award of this effort is expected in the first quarter of fiscal year 2020.
The requirement is for technical review, evaluation and support for the integration of the Tomahawk Block IV All-Up-Round (AUR) with the VIRGINIA Payload Module (VPM), as part of the Block V, VIRGINIA Class Submarine. This effort will leverage results of previous Integration Efforts, Risk Reduction Studies and analyses, as applicable, to deliver a completed Independent Verification Test Report (IVTR) for the applicable AUR segment level requirements.
NAVAIR intends to award this effort to Raytheon Missiles Systems (RMS), P.O. Box 11337, Tucson, AZ 85734-1337 (Point of Contact for Small Businesses interested in subcontracting – Matthew Jeter – (520) 663-6922. Since 1994, RMS has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile. RMS solely possesses the current configuration and manufacturing data for the Tomahawk Block V AUR missile, and is the only source capable of performing the required integration and testing. RMS maintains and controls both the Level III technical data package (TDP) and the manufacturing documentation for the Block V AUR. Because a detailed knowledge and expertise of the Tomahawk Block V AUR missile is required to conduct tasking under this contract, RMS is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.
