The U.S. Department of Health and Human Services, Program Support Center, through the Program Support Center, Strategic Acquisition Service, intends to award a sole source contract in accordance with Parts 6.302-1 (a)2) of the Federal Acquisition Regulation to Research and Evaluation Solutions, Inc. (REESSI) – 6188 B Old Franconia Road, Alexandria, VA 22310. The purpose of this acquisition is to provide professional services to develop and implement standardized outcomes and measures for the pilot Women of Faith Advocacy initiative. The Office on Women’s Health requires the services of the Research and Evaluation Solutions, Inc. (REESSI) to continue their participation (as a private research firm) in our pilot Women of Faith Advocacy initiative which is designed to meet the needs of women experiencing gender-based violence and who identify themselves as members of a faith community. Program contractors educate and equip faith-based organizations to create healthy and safe congregations focusing on the primary prevention and intervention of issues related to Violence Against Women. Prior to and following the implementation of such programs, REESSI will update and refine the standardized outcome measures, collect additional information, provide recommendations to OWH and publish reports on the outcomes of the Women of Faith Advocacy Pilot Initiative. REESSI will also develop and implement a project plan for the teen dating violence prevention project. The Office on Women’s Health (OWH) require this acquisition to be a sole source because the Research and Evaluation Solutions, Inc. (REESSI) acts as the only institutional entity of its kind that has had a primary role in providing peer based technical assistance on evaluation issues to OWH grantees for the past five years. The firm is respected by contractors/grantees for their expertise in evaluation and intervention research and willingness to share ideas, concepts and solutions. REESSI has engaged with OWH in performing similar tasks that include the production on an evaluation monograph customized exclusively for programs serving women and girls. Additionally, REESSI is the original developer of the assessment tools for the Women of Faith Pilot Project. Not awarding this contractor will adversely affect the outcomes of the pilot project and the information needed for OWH to develop a program focused on preventing and addressing gender-based violence in faith-based communities. Hence, this contract meets regulations as stated in FAR 6.302-1. Moreover, the services of this contract foster outreach and support the mission of OWH, to eliminate health disparities among minority populations and promote health for women and girls across the lifespan. To that end, Research and Evaluation Solutions, Inc. (REESSI) is the only responsible source that will meet the needs of the Government. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITHY OF FAR 6.302-1.
