The 439th Contracting Office Westover ARB intends to award a sole source, firm fixed price contract to Wright Museum. 77 Center Street Wolfeboro, NH 03894; provide the following WWII vehicles for the Great New England Air Show August 4 & 5 2012 : M3A1 Stuart Tank, M2 Halftrack, M16 Multiple Gun Carriage Halftrack, M3A1 Scout Car, WWII MB Jeep and WWII Harley Davidson motorcycle. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. Interested parties may identify their interest and capability to response to the requirement or submit proposals. All proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
The justification for the sole source requirements as follows:
Wright Museum, is the only company that can provide the necessary vehicles for the Great new England Air Show. The service includes delivery to Westover between August 1 and August 5, 2012. The vehicles will remain at Westover until all flight activities are complete on August 5, 2012. The vendor is responsible for all delivery costs to and from Westover. The vendor also assumes all liabilities for the vehicles while in transit. Award shall be made in the aggregate all or none.
