SOURCES SOUGHT SYNOPSIS. This request is an announcement for information/market research for planning purposes. The synopsis does not constitute a request for proposal, request for quote, invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The 377th Contracting Squadron is seeking expressions of interest having the capability to install a secure/non-secure video teleconferencing system.

This effort requires the vendor to provide materials and labor necessary to configure a secure/non-secure video teleconference (VTC) system at Kirtland Air Force Base, New Mexico 87117. This system shall provide a fully automated, secure/non-secure VTC switching system that supports period processing of H.320 VTC calls between two security domains. The system shall be both ISDN (H.320) and IP (H.323) capable of supporting current and future VTC requirements. System shall also be DISA, JITC and TEMPEST certified and compatible with industry codecs supporting a serial interface (RS 530). The vendor shall integrate with a GFE Polycom VSX-8000, KIV-7M, 3 JVC AV36D302 displays, 1 Mitsubishi HSU778 VHS, 1 JVC S7800U/UC, 1 computer, 1 ceiling camera, 1 Sharp XG- MB55X projector, audio and Crestron room system. The government will provide the vendor source code for the existing Crestron system. Vendor shall provide all equipment and labor to upgrade existing government encryption devices to the KIV-7M. Vendor shall provide telephone help desk support, Monday thru Friday, 7:30 a.m. - 4:30 p.m.

The North American Industry Classification System (NAICS) code for this acquisition is 334310, Audio and Video Equipment Manufacturing, and the size standard for small business is 750 employees. Firms responding to this announcement must be registered in the Central Contractor Registration (CCR) and should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business.
