The Broadcasting Board of Governors (BBG), Office of Contracts (CON) located in Washington, DC has awarded a non-competitive purchase order to The Moore Media Group, LLC (Moore), 15547 Legacy Way, Haymarket, VA 20169 in the amount of $34,120.00 for Voice of America (VOA) television and web production. The purchase order was awarded to Moore on March 2, 2009 in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-2(a)(1) under the authority of 41 U.S.C. 253(c)(2), Unusual and compelling urgency. The agency has developed a customized Video Journalism (VJ) training module for VOA that must be completed by April 3, 2009. Moore Media Group has provided VOA with the above type of VJ training under a previous contract. Because of Moore's expertise and experience in VJ training, a purchase order was issued to start the above training on March 2, 2009. Due to the above urgent training needs identified by VOA, there was not sufficient time to solicit another vendor to customize a training program to provide the required training. VOA requires the above training of its VJs to meet its increasing programming for television production, web production, web programming and video web production. The above training by Moore is necessary for VOA to meet its broadcasting requirements. In order to ensure future competition, for the above services, the agency has posted a Request for Proposals (RFP) for television and web production services under BBG50-R-09-0005 on Federal Business Opportunities (FedBizOpps) notice dated, March 12, 2009, restricted to small businesses. The requirement anticipates the award of an Indefinite Delivery - Indefinite Quantity contract using the contracting by negotiations in FAR Part 15 for a one year (1) base term with four (4) one year (1) option periods.
