The Air Force Test Center (AFTC), Test Pilot School (TPS), Edwards AFB, CA. intends to issue a Sole-Source contract to VIASAT, Inc., 6155 El Camino Real, Carlsbad, CA 92009-1602, to provide the following items:
Enerdyne Encoder-Airborne, P/N: SA-309913-01, QTY: 2 each
Enerdyne Decoder, P/N: SA-30937-01, QTY: 2 each
Enerdyne Clock Stabilizer, P/N: 1093505, QTY: 2 each

The anticipated contract will be a Firm Fixed Price (FFP) Commercial Purchase Order.
The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Sole Source letter. It is the Government's intent to proceed with this sole-source action. The applicable NAICS code is 334220. The size standard as defined by the U.S. Small Business Administration is 500 employees.
This notice neither constitutes a RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide Enerdyne encoder/decoder matching the above specifications. Responses may be sent via e-mail to [email protected]. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), September 10th, 2012, a Sole Source purchase order will be pursued with VIASAT Inc.
