THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.  

This synopsis/solicitation 1305M220QNCNL01534 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-08.

                                                                                                                                 

The National Oceanic Atmospheric Administration (NOAA), National Ocean Service, Geodetic Services Division, requires the services necessary to create captions and transcripts to video content (mp4 files) that will be posted on  geodesy.noaa.gov to educate the public about geodesy, coastal mapping and other National Geodetic Survey (NGS) activities to become 508 Compliant. 

The Contract Period of Performance is a Base Year and 4 Option Years (September 28, 2020 – September 27, 2025).    Base Year includes 2019 Backlog 1110 Minutes and 2020 estimated 1110 Minutes; Option Years One through Four are estimated at 1110 Minutes each year.    

The Government will award a Firm Fixed Price Contract based on the responsible offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA) offer. 

This RFQ is being issued as a 100% small business set-aside.  The associated NAICS code is 512191, Teleproduction and Other Post Production Services with a business size standard of $32 million. The Product Service Code Class is R799.

Please see Statement of Work/Requirement/Schedule for details. Additionally, each offeror must provide the following information with the quote: 

  1. The Request for Quote (RFQ) number;
  2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
  3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
  4. Acknowledgment of Solicitation Amendments (SF-30), if any.
  5. A completed copy of the representations and certifications at FAR 52.212-3 starting on page 21 of this solicitation
  6. Submit no more than three past performance references similar in size and scope and completed or in progress within the last three years for meeting this requirement
  7. Address the ability of meeting the requirements per the Statement of Work/Schedule/Requirement.

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 5:00 P.M. Eastern on August 31, 2020; any award resulting from this RFQ will be made based on the lowest priced technically acceptable offer.  Offers must be submitted to the Contract Specialist, Wendy Culbreth at [email protected]

All questions must be submitted in writing to [email protected] by 2:00 P.M. Eastern on August 27, 2020. Telephonic requests will not be honored. The anticipated award date is on or about September 10, 2020.  All interested parties wishing to submit a quote must be registered in the SAM database at the time of submission to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

Per FAR 52.222-49 - This Contract is subject to the Service Contract Labor Standards, and the place of performance is unknown when the solicitation was issued.  Awarded contractor must comply with the Department of Labor, Wage Determinations for the area in which contract is performed.  Computer Operator I has been determined to be the Occupational Code Title with an $18.92 wage rate in the Silver Spring, MD area.  Wage determination for the area of contract award will be attached at the time of award.
