The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1). Award will be made using Simplified Acquisition Procedures, FAR Part 13.

The Perkin Elmer Victor X4 microplate is currently used in poliovirus serology and the purchase of the Victor is required for continuity of work. Use of a different instrument would compromise the integrity of work performed and cause a significant loss of work hours due to the optimization that would be required.
